Description: The Executive Director of Legal Services is primarily responsible for management and supervision of the day to day operations of the Legal Services departments activities. Reports directly to and works closely with the VP of Legal Services and business leaders. The Executive Director of Legal Services provides high level legal and policy advice on matters of relevance to JPSs mission and values; ensures development and implementation of relevant policies, including through compliance and quality control processes.

Typical Duties:

  1. Provide management and oversight of the Legal Services department, projects, and functions.
  2. Maintain knowledge of current federal and state laws, best practices, and trends in the legal field in order to provide the necessary legal guidance.
  3. Must have extensive knowledge of legal and compliance related issues pertaining to hospitals, health law, contract law, general, corporate, public health, and not for profit regulations.
  4. Ensure prompt dissemination of information to educate JPS Health Network employees on compliance and HIPAA related regulations that may affect JPS Health Network operations via in service training, through monthly publication of Privacy Buzz, Compliance 101, and/or email updates regarding compliance related topics and laws including but not limited to Medicare and Medicaid, Civil Monetary Penalties, the Stark Law, the Anti-Kickback Statute, Health Insurance Portability and Accountability Act (HIPAA) and The Health Information Technology for Economic and Clinical Health (HITECH) Act, Emergency Medical Treatment and Active Labor Act (EMTALA), the Americans with Disabilities Act (ADA), and other regulatory or operational compliance related education.
  5. Ensure consistent application of law-related policy across the organization, including by contributing to compliance and quality control functions.
  6. Works with the Legal Services team to ensure assigned work and workload are appropriately prioritized and establish deadlines when warranted.
  7. Foster the professional and personal development of Legal Services team members and assists in recruitment, retention and succession planning efforts.
  8. Propose and draft new contractual language for existing templates based on department policies and/or new developments in the industry.
  9. Support business units with routine guidance in the development of policies and procedures, patient-facing documents, and training materials.
  10. Manage, or provide substantive guidance related to, litigation and/or contested matters relating to operational practice area.
  11. Balance business-driven timelines with necessary attention to risk mitigation.
  12. Provide business units with prompt and well-reasoned legal support that positions the business in a competitive and legally sound environment.
  13. Performs other job related duties as assigned

Qualifications

Qualifications:


    Required Education and Experience:

  • JD Degree from an ABA-approved law school.
  • Extensive knowledge of and experience with federal, state and local laws and regulations; including analyzing, interpreting, applying, and communicating them to the business, and ensuring compliance.
  • 10 plus years of experience working with legal and compliance regulations in a business, professional, or healthcare environment
  • Exceptional communication skills and ability to develop and maintain strong relationships.
  • ?Required Licensure/Certification/Specialized Training:

  • Current Texas State Bar Association license OR the ability to waive into the Texas State Bar
  • ?Preferred Education and Experience:

  • 5 plus years of experience in large law firm or in-house legal department
  • Experience in healthcare industry
